The Health Care District of Palm Beach County is a special taxing district that is an equal opportunity employer of approximately 1000 employees. As a political subdivision of the State of Florida, the Health Care District was established as an independent taxing district by special statute. Established in 1988, the Health Care District’s mission is to maximize the health and well-being of Palm Beach County residents by addressing health care needs and planning for the access and delivery of health services.

This position provides general legal services; supervision of and coordination with general, outside, and special counsel regarding ongoing projects, investigations, civil litigation, business planning, and joint ventures for the District, Healthy Palm Beaches, Lakeside Medical Center, Edward J. Healey Rehabilitation and Nursing Center, and all affiliated committees. This position provides advice directly to the Chief Executive Officer and Board of Commissioners regarding legal issues affecting the District; investigates legal requirements of strategic healthcare opportunities and negotiation with potential joint venture partners in Palm Beach County; and acts as liaison with Federal, State, and local regulatory agencies.

Essential Functions:

· Provides legal advice and counsel to the Chief Executive Officer and Board of Commissioners on a wide variety of business/healthcare issues.

· Ensures District’s records management processes adhere to applicable federal and state requirements.

· Interprets District’s legal obligations under Florida’s Chapter 119 legislation (Sunshine Law) and provides legal support to ensure the organization’s compliance with same.

· Coordinates the provision of legal services with outside and special counsel, monitors progress and budget; recommends strategic initiatives.

· Supervises the direct report departments.

· Oversees the preparation and administration the direct report department’s budgets; reviews and revises as appropriate.

· Drafts legal opinions and related correspondence as required.

· Represents the District in a variety of judicial and quasi-judicial proceedings, including civil proceedings, guardianship petitions, etc.

· Drafts, reviews, revises, and negotiates a broad range of legal documents including provider contracts, vendor service agreements, equipment and space leases, inter-local agency agreements, inter-facility transfer agreements, educational clinical rotation agreements, etc.

· Arranges staff training regarding related legal issues as appropriate.

· Provides technical legal advice to management in order to avoid or minimize legal liability for the District.

· Conducts legal research; interprets laws, rulings, and regulations relating to the District matters and consults with outside expert counsel on specialty matters.

· Responds to inquiries from law firms.

Bachelor’s degree and Juris Doctorate degree from an accredited school of law required.

Five (5) to seven (7) years progressively responsible experience in one or more of the following areas: health care or public health law with related litigation experience.

Florida Bar Licensure.

Valid Florida Driver’s License.
